Have you tried the cluster self-test? Start with the key in the off position, then press and hold the check control button while turning the key to the 2nd position. The cluster should go through a self-check, which turns on all the lights and moves the dials around in a fixed progression.

This might not tell you much, but if it's unable to perform it, or it seems erratic then the cluster may be kaput.

Since you have a touring, it's prudent for me to ask you whether you've had any electrical issues in the hatch area. Like with the wiper or the electric hatch/glass release or license plate or reverse lights. If so that's a sign of a frayed/broken wire harness in the hatch (there's one on each side) and if frayed wires short together then unpredictable things can happen.

A fuse blowing, as you describe, could well be due to a short. The fact that the cluster didn't return to operation after replacing the fuse could mean the damage is already done. I don't currently have an E34 (still looking!) or any reference material, so I don't know what F25 is for.
