If you buy a residential lot, you will not be able to put up a garage only - you will also be required to construct a residence and obtain a C of O. Additionally, you'll have impact fees for new construction which, commercially, will be $15K minimum, residentially it will be $10K minimum. Construction costs on the garage, with site work, permits, etc, will run about $100 per square foot. So a 25'x20' garage will cost you $50K + the impact fees + design and engineering fees.
Check out this search of lots priced from $0 to $50,000.
If you can find a lot (an acre) for 3K PLEASE LET ME KNOW - I'LL BUY IT!
